In short
To buy property safely in Islamabad: confirm the sector or society is approved, verify the title and ownership with the CDA, FGEHA or society office, check for dues and disputes, sign a written token agreement, pay through traceable bank instruments, and complete the transfer at the relevant office after paying applicable taxes.
1. Confirm the scheme is approved
Buy only in CDA sectors or in housing societies approved by the relevant authority. The CDA publishes information about approved and unapproved schemes, so check before you look at individual properties.
2. Verify ownership and documents
- See the original title documents (not only copies)
- Confirm ownership and plot/house number with the CDA, FGEHA or society office
- Check that there are no outstanding dues, mortgages or court disputes
- For houses, check the approved building map and completion status
3. Inspect the property
For houses, check the structure, dampness, plumbing, wiring and finishing. For plots, confirm possession, development (roads, electricity, gas, water) and the exact location on the society map. Corner, park-facing and main-road plots cost more.
4. Agree the price and sign a token agreement
Once you agree a price, sign a written token (bayana) agreement that states the price, token amount, payment schedule, deadline for transfer, and what happens if either side backs out. Never pay token money before verifying ownership.
5. Pay safely and complete the transfer
Make payments by pay order or bank transfer so there is a record. Budget for government taxes, transfer fees and commission. The transfer is completed at the relevant authority or society office with both parties present.
